A General Returns: Brig Gen Moses Mwesigwa Assumes NSSL Command as Brig Gen (rtd) Dominic Twesigomwe Answers EACOP’s Call.
A Hand-Over/Take-Over Ceremony for the position of General Manager, NEC Security Services Limited (NSSL), was conducted on 29 June 2026 and presided over by the Deputy Managing Director –NEC, Maj Gen (rtd) Innocent Oula. The ceremony marked the formal transition of leadership from Brig Gen (Rtd) Dominic Twesigomwe, who has been reassigned to serve as Head, special EACOP Project, to Brig Gen Moses Mwesigwa, who assumes office as the incoming General Manager of NSSL with immediate effect.
In his presiding remarks, the Deputy MD acknowledged the contribution of the outgoing General Manager and outlined the context for the transition.
Key observations included:
- Brig Gen (Rtd) Dominic Twesigomwe has been transferred and assigned as Head, Special EACOP Project, reflecting confidence in his strategic and leadership capabilities.
- During his tenure, NSSL recorded notable improvements in administrative and financial management, including a reduction in outstanding debts, clearance of statutory obligations (in arrears), and the implementation of cost management measures.
- In acknowledging the gains, the Deputy MD was candid about what had not yet been solved. An emerging challenge, he noted, was inadequate supervision in NSSL’s operational areas. He observed that it’s a gap that, if left unaddressed, risked undermining the very service delivery that defines the company’s reason for being.
- The Deputy MD noted that there is new leadership at the Ministry of Defence and Veteran Affairs (MoDVA) with keen interest in the operations and performance of NEC. This necessitates a realignment of NSSL’s strategic ambitions to reflect the expectations and priorities of the supervising Ministry.
Brig Gen (Rtd) Dominic TWESIGOMWE presented a handover report outlining the mandate he assumed upon taking office on 1st December 2025. The report highlighted the following priority areas that required urgent intervention at the time of assumption of office:
- Business Continuity: Ensuring the uninterrupted delivery of NSSL’s core security services and sustaining operational momentum across all client engagements.
- Strategic Projects: Identifying and prioritizing key projects critical to NSSL’s growth and alignment with NEC’s broader corporate objectives.
- Financial Management: Stabilizing the company’s financial position through debt reduction, and putting in place of cost-control measures.
- The report served as a structured reference document for the incoming General Manager, providing an account of progress made, challenges encountered, and pending areas of focus.
Brig Gen Mwesigwa expressed sincere gratitude to the Managing Director and Deputy Managing Director of NEC for the trust and confidence rested in him by appointing him to the position of General Manager, NSSL. He acknowledged the prayers and solidarity extended by the NSSL team during his period of indisposition and confirmed that he has fully recovered and is ready to resume his responsibilities.
He commended the NSSL staff for maintaining operational continuity and institutional stability in his absence. Brig Gen Mwesigwa formally accepted the takeover of the office of General Manager, NSSL, effective from the date of the ceremony.
