Gen Mugira Presides Over NSSL Leadership Transition.

On December 1st, 2025, Lt Gen James Mugira, the Managing Director of National Enterprise Corporation (NEC), presided over a significant leadership transition at NEC Security Services Limited (NSSL). The event marked the handover of the General Manager’s office from Brig Gen Moses Mwesigwa to Brig Gen (Rtd) Dominic Twesigomwe, who assumes the role of Acting General Manager.
In his remarks, Gen Mugira expressed gratitude to Brig Gen Mwesigwa for transforming the concept of NSSL into a reality, providing integrated security services to clients. He welcomed Brig Gen Twesigomwe to the NEC family, emphasizing the importance of teamwork, discipline, and focus on driving business success.
Gen Mugira urged the incoming General Manager to leverage the expertise of the NSSL team, foster partnerships with the police, and prioritize the security of critical infrastructure.
Brig Gen Mwesigwa, who is proceeding on extended leave, reflected on the journey of establishing NSSL, a subsidiary of NEC under the Ministry of Defence and Veteran Affairs (MoDVA) / Uganda People’s Defence Forces (UPDF).
He highlighted the company’s growth and prestige, attributing success to the relentless efforts of the NSSL team.
He expressed appreciation to Gen Mugira, NEC Headquarters staff, and NSSL employees for their support.
In his acceptance speech, Brig Gen (Rtd) Twesigomwe pledged to uphold the highest standards of security, integrity, and professionalism, working collaboratively with the NSSL team to drive innovation and best practices.
He acknowledged the critical role of security in enabling NEC’s strategic objectives and assured stakeholders of his commitment to ensuring the safety and security of NEC’s assets, personnel, and operations.
