Passing the Baton of Security: NEC Installs New Security Officer.
The National Enterprise Corporation (NEC) has installed Maj Billy Gilbert Muzaire as its new Security Officer, following a formal Hand-Over/Take-Over ceremony that marked the end of a distinguished tenure by his predecessor, Maj Gregory Katusiime. The ceremony was presided over by the NEC Political Commissar, Lt Col Joram Kamugisha Kembo.
In his remarks, Lt Col Kamugisha paid tribute to the outgoing officer, noting that the two had a long shared history, having enlisted in the Uganda People’s Defence Forces (UPDF) on the same day and subsequently served together at NEC for a number of years. He commended Maj Katusiime for assuming the security portfolio during a period marked by persistent security challenges across NEC’s premises, and for implementing substantive measures that meaningfully transformed the Corporation’s security posture over the course of his service.
Lt Col Kamugisha also used the occasion to impart guidance to the incoming officer, stressing the importance of translating theoretical understanding into tested, practical competence, and of gaining a thorough grounding in the Corporation’s institutional structures as a prerequisite for effective security and intelligence work.
In his farewell address, Maj Katusiime recalled assuming office on 19th April 2019, inheriting a vacant office with no handover documentation and no predecessor briefing — and noted that he commenced operations essentially from the ground up, with only initial guidance from top leadership. Maj Muzaire, in accepting the mantle of office, expressed appreciation to Army leadership for the confidence reposed in him and pledged to work in close collaboration with all stakeholders to sustain and build upon the security standards commensurate with NEC’s strategic national significance.
