Judiciary Delegation Tours NEC Waste Management Facility, Lauds Industrial Capacity In Oil Sector.

HOIMA, August 5, 2026 — Judicial officers on a week-long familiarisation tour of Uganda’s oil and gas sector on Wednesday visited the National Enterprise Corporation (NEC) waste management facility, gaining firsthand insight into the infrastructure underpinning the country’s petroleum industry. NEC, through its subsidiary Luwero Industries Limited and in partnership with China Oil HBP Group, operates the specialised facility in Kyangwali, which safely treats solid and liquid petroleum waste. The visiting delegation was received at the facility by Maj. Gen. Sabiti Muzeeyi, General Manager of Luwero Industries Ltd.

The tour, jointly organised by the Uganda National Oil Company (UNOC), Uganda Revenue Authority (URA), Bank of Uganda (BoU), and the Petroleum Authority of Uganda (PAU), is intended to give members of the Judiciary a practical understanding of sector operations. The visit to the NEC Waste Management facility followed earlier visits to Kabalega International Airport and the Kingfisher Development Area.

Addressing the delegation, NEC Managing Director Hon. Lt Gen James Mugira outlined the strategic role played by the Corporation’s subsidiaries across the oil value chain. He disclosed that the $6 million waste management facility, jointly set up and managed by Luwero Industries Limited (LIL) and China Oil HBP Group was financed entirely from internally generated resources.

“We don’t have to re-emphasize the importance of waste management, given its hazardous nature and the potential negative effects on flora and fauna if left unmanaged,” Lt Gen Mugira said, noting that the facility, built to international standards, has been operational since January 2023 following its commissioning by H.E. the President of the Republic of Uganda.

He further detailed NEC’s expanding footprint in the energy sector, revealing that the Corporation has just signed a contract with UNOC to construct 86 kilometres of internal roads within the Kabalega Industrial Park. He added that NEC Security Services Limited (NSSL) provides protection for construction of the East African Crude Oil Pipeline (EACOP), while NEC Construction Works & Engineering earlier partnered with CPP to build Pump Station 1.

Beyond the oil fields, Lt Gen Mugira noted, NEC manages disposal of other types of waste in Nakasongola and has served as a trusted partner to Bank of Uganda, incinerating decommissioned currency on the Bank’s behalf.

Chief Justice Hon. Justice Dr. Flavian Zeija, who led the judicial delegation, commended the NEC/UPDF’s engineering capability and professional execution across major national infrastructure projects, including electronic security installations at the High Court in Kampala by NEC Security Services and specialized armoured vehicle manufacturing in Nakasongola.

“We have young engineers who have joined the forces and can do such a wonderful job,” the Chief Justice said, praising the technical expertise demonstrated during the site briefings. “This is a very big industrial complex, and seeing these capacities firsthand reassures us of the local technical progress being made to support the country’s economic development.”

The Chief Justice was accompanied by the Governor of Bank of Uganda, Dr. Michael Atingi-Ego alongside Justices of the Supreme Court and Justices of the Court of Appeal.
