MINISTER KABOYO COMMISSIONS HOUSE FOR LATE MUSA TUNGO’S FAMILY IN KABAROLE, WARNS ADF

KARANGURA, KABAROLE – Wednesday, 4 November 2026

The Minister of State for Luwero Triangle, Rwenzori and Busoga Affairs, Hon. Alice K. Kaboyo, has commissioned a new residential house for Ms. Ruth Tungo of Nyakarongo LC1, Kibwa Parish, Karangura Sub-county, Kabarole District.

Ruth Tungo is the widow of the late Musa Tungo, who was brutally killed by the Allied Democratic Forces (ADF) alongside four of his children. Two of his other children were abducted, while Ruth narrowly escaped death.

Hon. Kaboyo said she was pleased to personally commission the house for the family of the late Musa and Ruth Tungo, who had endured immense suffering in the pursuit of peace in Uganda.

In a strong message, the Minister likened the ADF to a proverbial young monkey that rejoices when the forest is burning, unaware that it is losing its food and home.

“I pity those who are still fighting the NRM Government. Even if they run away to other countries, they will never have peace because they have blood on their hands. Instead of coming home to build their country, they are busy trying to destroy it,” Hon. Kaboyo said.

She assured Ugandans that security was now guaranteed and that nothing would stop Uganda from progressing.

The Minister thanked the people of Karangura who joined the liberation struggle for maintaining peace, supporting the NRM and working with Government to liberate the Rwenzori region.

She also commended the community members who gathered the remains of the victims and ensured they were given a decent burial.

“They did not die for nothing. They sacrificed for their country, and it is now peaceful. Their children they left behind are now in leadership,” she said.

Hon. Kaboyo reaffirmed that the NRM Government does not forget those who contributed to the liberation of the country. She explained that the large number of beneficiaries was among the factors affecting the pace at which Government support could reach everyone.

“When NRM came to power, the population was 12 million, and now it is above 50 million because of peace, Government programmes like immunisation, PDM, Emyooga and others,” she said.

She further noted that the country’s oil development would accelerate national development.

“Building a house for Ruth Tungo is a sign to you, especially those who sacrificed their lives, that even when we don’t have enough resources, Government still remembers you. When Government gets enough resources, everyone will be covered, to show that you fought for a just cause,” she said.

The Minister explained why the Office of the Prime Minister, through the Ministry of Luwero Triangle, Rwenzori and Busoga Affairs, chose to work with the National Enterprise Corporation (NEC), despite the availability of many construction companies in the country.

“NEC are children of the freedom fighters and therefore they are also fighters. It is also a Government parastatal under the Ministry of Defence and Veteran Affairs / Uganda People’s Defence Forces which understands people’s problems. Our Ministry works with people we have confidence in and trust that they can deliver quality work in time,” she said.

Eng. Brian Buhanda, General Manager of NEC Construction Works and Engineering Ltd (NEC Works), who represented Lt. Gen. James Mugira, Managing Director of the National Enterprise Corporation, thanked the Minister for giving NEC an opportunity to showcase its expertise.

He also thanked her for commissioning the house, noting that the recognition strengthened NEC’s confidence in its work.

“We thank the Minister for giving NEC an opportunity to showcase our expertise. Your coming to commission this structure gives us confidence in our work,” Eng. Buhanda said.

In an emotional address, Ruth Tungo thanked President Yoweri Kaguta Museveni, through the Minister, for remembering her family after years of pain and suffering.

She said she had never imagined that Government would one day build her a decent house after losing her husband and children to the ADF. She added that the new home had restored her dignity and renewed her hope.

Ruth prayed for God’s blessings upon the President and Government for standing with families who had sacrificed for the peace of Uganda.

The house was constructed by the Office of the Prime Minister through NEC under the FY 2025/2026 programme supporting civilian veteran families in Luwero, Nakaseke, Kabarole, Wakiso, Buvuma and Bunyangabu districts.
