Transforming Karamoja: Gulu University’s New Constituent College Takes Shape.

Yesterday, October 27, 2025, the Chancellor of Gulu University, Rt Hon Ruhakana Rugunda, accompanied by the University Senate and Council, inspected the ongoing construction of a multipurpose building at Moroto University, a Constituent College of Agriculture of Gulu University in Moroto District, Karamoja Sub Region. The project is being constructed by NEC Construction Works and Engineering Ltd, a Subsidiary of National Enterprise Corporation (NEC).
Upon arrival, the delegation was given a guided tour of the ongoing construction building by the site engineer, Eng Paul Kato.
The Chancellor expressed gratitude to the President and the National Resistance Movement (NRM) for their determination to transform Karamoja.
Chancellor noted that establishing the University in Karamoja will greatly create a mindset change and improve the livelihoods of the people.
Rugunda commended NEC for the good quality work and timely delivery of the projects, stating that NEC has been tested, and that’s why it’s always on track.
James Katongana, Public Relations Officer of National Enterprise Corporation (NEC), represented Lt Gen James Mugira, Managing Director of NEC, and Eng Brian Buhanda, General Manager NEC Works.
 Katongana thanked the Chancellor for visiting the site and appreciated Gulu University for giving NEC the job to showcase their expertise in the construction industry.
 He also thanked the President for his strategic leadership and finding resources to build in Karamoja.
Katongana assured that NEC would execute the project within the contract time with quality, highlighting that NEC has executed similar projects at Makerere University, Mbarara University of Science and Technology, Soroti University, and Busitema University.
