1. Minister Kaboyo Commissions New Classroom Blocks In Busoga, Commends NEC Works For Quality And Timely Delivery

Namutumba/Kaliro – 24th September, 2026. The Minister of State for Luwero Triangle, Rwenzori and Busoga Affairs under the Office of the Prime Minister, Hon. Alice K. Kaboyo, has today commissioned newly constructed and fully furnished classroom blocks at Nawansagwa Primary School in Namutumba District and Kiwa-Nabuzi Primary School in Kaliro District.

The structures were constructed by NEC Construction, Works and Engineering Limited (NEC Works), a subsidiary of the National Enterprise Corporation (NEC).

At the handover and commissioning ceremony, Eng. Brian Buhanda, the General Manager of NEC Works, represented the Managing Director of NEC, Lt. Gen. James Mugira.

In her remarks, Hon. Kaboyo thanked the people of Busoga Sub-region for their continued support to the National Resistance Movement (NRM) Government, noting that voting wisely attracts essential services.

She explained that her office is charged with implementing affirmative action programmes for districts that were affected by war, with the aim of bridging the development gap and bringing them at par with other districts.

Hon. Kaboyo in a special way thanked NEC for its swift response to her call, for delivering quality work and completing the projects on time. She conveyed her appreciation to the NEC leadership through Eng. Buhanda.

The Minister emphasized that Government has fulfilled its obligation by constructing classrooms, providing scholastic materials, paying teachers’ salaries and releasing capitation grants. She challenged parents and the community to take responsibility for ensuring children go to school and stay in school.

She pledged that Government will continue to support communities through programmes such as the Parish Development Model (PDM).

On his part, Eng. Buhanda conveyed greetings from Lt. Gen. James Mugira, noting that the Managing Director would have loved to attend the commissioning but was engaged in other equally important state duties.

Eng. Buhanda said NEC was privileged to hand over the structures in good condition and thanked the Minister and her Ministry for giving NEC an opportunity to showcase its capacity in the construction industry and contribute to nation building.

He reiterated NEC’s readiness to work with the Office of the Prime Minister whenever called upon, stressing that the Corporation executes its work with diligence, within the agreed time and cost – in most cases at a relatively cheaper cost compared to private companies – while maintaining high quality standards.

He further urged parents, teachers and learners to maintain the facilities in good condition for proper utilization.

The commissioning ceremonies were attended by area Member of Parliament, Hon. Mutebi Mugoya Agoroben, district leaders, school management committees, and local community members among others.
