CDF Gen. David Muhoozi presides over the handover of the completed infrastructure by NEC

CDF GEN DAVID MUHOOZI PRESIDES OVER THE HANDOVER OF THE COMPLETED INFRASTRUCTURE DEVELOPMENT WORKS BY NEC AT THE ARMOURED WARFARE TRAINING SCHOOL (AWTS )KALAMA ON 20 SEPTEMBER 2020.

On 20th September, 2020, the Chief of Defence Forces ;Uganda People’s Defence Forces-Gen David Muhoozi presided over the handover of the completed Infrastructure Development Works by NEC Works – a subsidiary of National Enterprise Corporation at the Armoured Warfare Training school ( AWTS) Kalama. He was accompanied by Joint Chief of Staff Lt Gen Joseph Musanyufu .

The works that began on 13th March 2020 were completed on 13th July and handed over today 20th September 2020. They include classrooms, dormitories and a pavilion.
Gen David Muhoozi applauded NEC/ Engineers Brigade for completing work in a record time of five months despite lockdown.
He informed the officers that that was an additional testimony of UPDF internal capacity in form of NEC and Engineers Brigade provided there is prioritisation and concerted effort.
He enumerated a number of completed and ongoing projects under MoDVA/UPDF and informed officers that things are quietly happening in UPDF using its own resources, people and equipment through NEC and Engineers Brigade.
He thanked both NEC and Engineers Brigade for their footprints that are once again being felt and that by association them too. ” when we are no longer here, how will the people know those who will come after us that we once lived? Should we pass like shadows? ” He asked. He noted that NEC and Engineers Brigade will help to show those that will come after that they once lived by the effect that will be left behind by the buildings and structures that were put up.
He informed the officers that the decision to use NEC and Engineers Brigade was hard. He said, it came after alot of experementation with private contractors with minimum effect in a dispersed way, with lost time and huge cost relative to output. He was finally happy MoDVA/UPDF through NEC and Engineers Brigade are on the same page.
He commended MOI, Armoured Brigade and the leadership of AWTS for the additional step in improving the training environment.
He took time to salute his predecessors for starting in a modest way. He said they’re adding on their predecessors’ monumental contribution in building the Armoured Core into modern outfit.
He emphasised the Commander in chief’s Vision of Kupanga ni Kuchaguo and guided that training places should be decent and was happy that that has been done over time to improve training environment and then work places.
He cited current priorities as storage facilities, armoury and hospitals and that the rest will follow awaiting availability of resources.
He assured the troops that they are on the right track and soon they will eventually embark on all their capital development plans and complete them.
He thanked the Commander in Chief for his consistent support and strategic guidance, MoDVA leadership under the leadership of the Minister, PS and Colleagues for their support, General Headquarters Staff branch under JCOS for their efforts and NEC under Gen James Mugira and Engineers Brigade under Brig Bekunda Besigye for their concerted efforts and focus.
He pleaded with the AWTS who are the end users to maintain well the structures in order for them to serve their purpose and last as long as they should.
He wished all good luck and health in all they do to keep their country safe but also themselves keeping safe because ones health is his/her personal primary responsibility.
The Joint Chief of Staff-Lt Gen Joseph Musanyufu congratulated NEC and Engineers Brigade for the work well done and said that partnership between NEC and Engineers Brigade is working and will provide a solution to MoDVA/UPDF construction needs.
He called on Joint commanders where the projects are taking place to get involved in construction and management.
He informed the commanders that NEC and Engineers Brigade are part and parcel of UPDF and should not be treated as foreigners.
He called on the commanders to supervise the projects and in that way results would be realised.
He asked the end users to maintain the infrastructure.

Lt Gen James Mugira-The Managing Director-National Enterprise Corporation, welcomed the CDF and thanked him for finding time to come and grace the commissioning of the completed infrastructure development Works by NEC at AWTS in Kalama.
He informed the CDF that his presence is a huge source of encouragement to those who have been involved in the execution of the works and a grand morale booster to the command, leadership and officers and men of Armoured Brigade. He said there is a ray of hope that better things are on the way.
He informed officers that this the second project to be commissioned under the new arrangement between NEC and MoDVA/UPDF and two Brigade Headquarters are under construction at Kakyomya Farm and Kyangwari.
He thanked the MoDVA/UPDF leadership for the trust and confidence in NEC’s capabilities to execute these important and strategic projects.
He thanked the leadership of Kalama, Commandant and his team for the support they accorded NEC/Engineers Brigade.
He informed the CDF that he explained in detail the commanders the new concept of MoDVA/UPDF as far as infrastructure development is concerned. He believes that to execute a project successfully, it should be Command led, should be command driven and that without commanders appreciating, participating and even owning the projects results are always not the same.
He requested the AWTS to keep the buildings in very good conditions whatever the resources they may have.
He thanked the leadership of MoDVA/UPDF for all the support and encouragement they have always received.
He applauded NEC/Engineers Brigade for a job well done.
He reminded the troops of the threat of Covid 19 ; quoting from the President’s address, he emphasised individual and group behaviour and responsibility. He asked Ugandans to be their own health workers because if they are to defend their country, they need to be alive and healthy.
